On August 16, 1979, defendant-appellee, United States Steel Corporation (“U.S. Steel”), terminated the employment of plaintiff-appellant, Leonard McKnight, a black male. On or about December 17, 1979, McKnight sent documents to the Occupational Safety and Health Administration (“OSHA”) in which he alleged violations of various OSHA safety standards and charged that his discharge from, and cer*335tain employment practices at, U.S. Steel were racially discriminatory.
