The sole issue in this appeal is whether the trial court properly determined that the *154named plaintiff, Med-Trans of Connecticut, Inc.,1 lacks standing to appeal from the decision of the department of public health and addiction services, office of emergency medical services (department),2 granting Access Ambulance Company, Inc.
