This is a civil action in which plaintiffs, the states of Alabama, Kansas and Pennsylvania, various members of the House of Representatives, the Coalition for Constitutional Reapportionment (OCR), and the Federation for American Immigration Reform (FAIR), have filed a complaint challenging the inclusion of illegal aliens 1 in the 1990 census population figures for purposes of congressional apportionment.
