Plaintiffs-Appellants City of Detroit and its mayor, Coleman A. Young, appeal the District Court’s grant of summary judgment in favor of defendants, Director of the United States Bureau of the Census (“Census Bureau”) and Secretary of Commerce, in this action challenging the results of the 1990 decennial census.
