OPINION

Presently before the court is plaintiffs' Application for Temporary Restraining Order and Preliminary Injunction. Having con sidered plaintiff's application and supporting documents, defendant's opposition papers, and all other motions and documents submitted by the parties, having held a hearing on plaintiffs' motion for preliminary injunction, and for the reasons set forth below, the court will deny the request for preliminary relief.
