On March 1, 1978, Walter Camenisch, a deaf graduate student at the University of Texas, filed a complaint alleg*392ing that the University had violated § 504 of the Rehabilitation Act of 1973, 87 Stat. 394, as amended, 29 U. S. C. § 794 (1976 ed., Supp. Ill), which provides that “Mo otherwise qualified handicapped individual in the United States . . . shall, solely by reason of his handicap, be excluded from the participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance.” The complaint alleged that the…
