This is an action to enjoin the Secretary of Defense from carrying out a decision to close the Philadelphia Naval Shipyard (“Shipyard”). The plaintiffs-appellants (“plaintiffs”) are Shipyard workers; their unions; members of Congress from Pennsylvania and New Jersey; the States of Pennsylvania, New Jersey, and Delaware, and officials of those States; and the City of Philadelphia.
