This post-award bid protest case, filed under 28 U.S.C. § 1491(b)(1), is before the court on the government’s motion to dismiss pursuant to Rules 12(b)(1) and 12(b)(6) of the Rules of the United States Court of Federal Claims. The plaintiff, Blue Water Environmental, Inc.
