MEMORANDUM

BLAKE, District Judge.

The plaintiffs in this case bring constitutional claims against the Mayor and City Council of Baltimore (“City”), the Baltimore City Police Department (“BPD”), collectively “the City defendants,” 1 and current and former wardens 2 (“Wardens”) of the Central Booking and Intake Center (“CBIC”), collectively “the State defendants,” 3 for alleged mistreatment of people arrested and taken to CBIC for booking and processing.
