Quinn Construction Company bid on a public works project to build a new facility for King County Fire Protection District No. 26. The District awarded the project to another bidder. Quinn objected because the other bidder missed the bid submission deadline by 5 to 10 seconds. Quinn obtained a temporary restraining order to enjoin the District from entering into the contract with the other bidder, but the District and the other bidder had already signed the contract.
