ZIMMERMAN, Justice:

¶ 1 The Salt Lake County Commission (“Commission”) filed this declaratory judgment action against the Salt Lake County Attorney, Douglas Short (“County Attorney”), in an effort to resolve a number of outstanding disagreements between the Commission and the County Attorney over their relative roles in Salt Lake County Government.
