The United States is a signatory to the Hague Convention on the Civil Aspects of International Child Abduction (the Convention), Oct. 25, 1980, T.I.A.S. No. 11,670.1 The Convention's purpose is *1141to facilitate custody disputes "promptly and exclusively, in the place where the child habitually resides." Chafin v. Chafin , 568 U.S. 165, 180, 133 S.Ct. 1017, 185 L.Ed.2d 1 (2013) (Ginsburg, J., concurring).
