Petitioner in this writ of review proceeding challenges the approval of a tentative subdivision plat by the City of Medford. The tentative plat was originally approved by the planning commission without a public hearing. Petitioner, the owner of an adjoining golf course, appealed to the city council, which held a public hearing and affirmed the commission’s action.
