Randolph Engineering Company (“Randolph”) brought a diversity action in the Western District of Pennsylvania against Fredenhagen Kommandit-Gesellschaft (“Fredenhagen”) for damages allegedly arising from Fredenhagen’s breach of a contract entered into by the two parties in May, 1977. The contract involved the construction of a conveyor paint line at a Volkswagen assembly plant located in the Western District of Pennsylvania.
