The present appeals arise from a suit for damages and injunctive relief brought by plaintiff Cordeco Development Corporation (“Cordeco”) against four officers of the Commonwealth of Puerto Rico, charging a violation of plaintiff’s constitutional rights under 42 U.S.C. §§ 1983, 1984 and 1985. The court sua sponte empanelled an advisory jury, pursuant to Fed.R.Civ.P. 39(c), which rendered a verdict on May 14, 1975, in the form of answers to special interrogatories propounded by the court.
