This is an appeal by defendant Metropolitan Sanitary District as lessor from a decree declaring that defendant unreasonably withheld consent to a sublease between the plaintiff-lessee, Chanslor-Westem Oil and Development Company and the co-defendant, American Sugar Company. Plaintiff instituted an action for declaratory relief against defendant Metropolitan Sanitary District and subsequently moved for summary judgment.
