The Department of Commerce (“Commerce”) issued liquidation instructions requiring that certain steel imported by Plaintiff-Appellees Ugine and ALZ Belgium, Arcelor Stainless USA, LLC and Arcelor Trading USA, LLC (together “Arcelor”), be treated as Belgian instead of German in origin and subject to antidump-ing and countervailing duties.
