Appeal from Special Term, Onondaga County. Application for a peremptory writ of mandamus by the people, on the relation of T. Eaton Clapp, against Charles Listman, as commissioner of public safety of the city of Syracuse. From a refusal of the ’application by the Special Term, relator appeals.
