OPINION

EASTAUGH, Justice.

I. INTRODUCTION

The City of Fairbanks brought suit following collapse of sewer pipe manufactured by Amoco Reinforced Plastics Company. The United States District Court for the District of Alaska has certified the following questions of state law concerning the timeliness of the lawsuit:

1. Where a municipal corporation purchases defective goods and learns that it relied on inaccurate information furnished by the vendor, do claims for negligent and intentional misrepresentation simultaneously accrue or is accrual of the claim for intentional misrepresentation delayed…
