¶1. This case arises under Wisconsin's Business Closing and Mass Layoff Law, Wis. Stat. § 109.07 (1995-96), 1 and presents the question of whether a "business closing" under the statute includes the sale of business assets where there is no interruption in business operations and the "business" is therefore not actually "closed." The statute requires employers to give 60-days' notice — to their employees and certain government officials — of any "business closing," defined as a "permanent or temporary shutdown of an employment site."
