GURPEIN, District Judge:

This is an action against Earl L. Butz, Secretary of Agriculture, the Commodity Exchange Authority, and Alex C. Caldwell, Act Administrator under the Commodity Exchange Act, 7 U.S.C. § 1 et seq. The plaintiff, Arthur N. Eeonomou, is president of an Association of Commodity Traders, and a general partner in the Eeonomou Grain Futures Trading Syndicate, a co-plaintiff. Eeonomou appears pro se.
