This matter is before the Court on the Plaintiffs’ Motion for Preliminary Injunction and Declaratory Relief (Filing No. 3), the Applicants’ Motion to Intervene (Filing No. 31), and the Defendants’ Motion to Dismiss, or in the Alternative, To Stay Action (Filing No. 86).
