These three causes present the same question. The city of Cincinnati, having in 1902 established a firemen’s pension fund and police relief fund under statutory provisions which are now, in amended form, Sections 4600 and 4616, General Code, respectively, has contended that it has the right under the present provisions of the Constitution, relating to municipalities, to establish its own retirement system for firemen and policemen.
