This suit was brought by order of the Quarterly Court of Knox County seeking a declaration as to the constitutionality of an act (Chap. 192, Private Acts 1931) purporting to empower the County Judge to employ a clerk and impose on him the duties of purchasing agent for the County; and praying for a writ of mandamus to require the County Court to provide the necessary funds for the carrying out of the provisions of the act.
