The petitioner, Patricia L. Stephen, brought suit against the City and County of Denver for personal injuries and property damage sustained in an automobile accident that she alleged was proximately caused by the defendant’s negligence in failing properly to maintain a stop sign. The Denver District Court entered judgment for the plaintiff after trial to the court, and the defendant appealed.
