Silver Spring Memorial Post No. 2562 Veterans of Foreign Wars (sometimes referred to below as the “V.F.W. Post” or the “Post”) appeals from a final decree of the Circuit Court for Montgomery County dismissing its amended bill of complaint by which the Post sought declaratory relief against Montgomery County, Mary land (sometimes referred to as the “County”) from a front foot assessment for street paving levied against the Posts’s property.
