This case was instituted by the appellant, a resident, taxpayer, voter and owner of a bond issued by Mont gomery County, to enjoin the Board of Supervisors of Elections of Montgomery County -from submitting to the voters of that County at the election to be held November 2, 1948, á chárter proposed under Article XIA of the'Constitution of the State.
