The plaintiff, a taxpayer, owning property within the municipal improvement district No. 1, of the city of Los Angeles, brings this action against the city of Los Angeles, its mayor, the members of the city council, the city clerk and city treasurer, to enjoin a bond issue of one million and twenty thousand dollars, in pursuance of an election held by the citizens of said district authorized by an ordinance of said city.
