This action was brought by the plaintiff, James C. Policastro (“Policastro”), against the several defendants pursuant to G.L.c. 231A, seeking a declaratory judgment that the Boston Redevelopment Authority’s (the “BRA”) sale of urban renewal *283land to the Islamic Society of Boston2 (the “ISB”) violated the First Amendment of the United States Constitution and the Massachusetts Anti-Aid Amendment.
