The Department of Transportation, Bureau of Driver Licensing (DOT) appeals from the order of the Court of Common Pleas of Lehigh County sustaining Donald Eck’s statutory appeal of a one-year suspension of his driving privilege imposed under 75 Pa.C.S. § 1532(b)(3) and § 1581, Article IV (Driver License Compact or Compact). 1
