Marsha Farmer brought an action on behalf of the United States against the City of Houston, Texas, and the Houston Area Urban League (“HAUL”), alleging violations of the False Claims Act (“FCA”), 31 U.S.C. § 3729(a). Farmer claimed that defendants unlawfully received federal funds from the United States Department of Housing and Urban Development (“HUD”) based on false and fraudulent information.
