Relator Harrison (“Harrison” or “Appellant”) brought a claim under the False Claims Act, 31 U.S.C.A. §§ 3729-3733 (West Supp.1998), against Westinghouse Savannah River Corp. (“WSRC”) alleging that WSRC made false and fraudulent statements to the government in connection with claims for payment to a subcontractor hired by WSRC for a Department of Energy (“DOE”)…
