On July 25, 1994, pursuant to Rule 65(b) of the Rules of this Court, National Customs Brokers and Forwarders Association of America, Inc. (“NCBFAA”) requested, and the Court granted, a temporary restraining order (“TRO”). Plaintiff sought to enjoin the Department of the Treasury and the United States Customs Service (“Customs”) from implementing the interim regulations published in the Federal Register on June 13,1994.
