EISELE, Chief Judge.

The critical issue presented in this lawsuit is whether the defendants deprived the plaintiff of rights guaranteed under the Constitution and various military regulations in the course of relieving the plaintiff from his position as Unitéd States Property and Fiscal Officer (USPFO) for the State of Arkansas.
