This matter comes before the Court on a motion by the United States requesting summary judgment on the involuntary chapter 7 bankruptcy petitions filed against Caucus Distributors, Inc., Campaigner Publications, Inc., and Fusion Energy Foundation, Inc. (“alleged debtors”) under § 303 of the Bankruptcy Code (“the Code”). 11 U.S.C. § 303 (1984) (amended 1986).
