This is a bill filed in the superior court of Cook county by Cornelius J. McAuliffe against the county treasurer, county clerk and three persons acting as civil service commissioners of said county, to enjoin the payment of salaries of said county civil service commissioners and their assistants and the payment of moneys for the maintenance of the office of said commissioners, on the ground that the Civil Service act in force July i, 1911, (Laws of 1911, p. 199,) is unconstitutional.
