In this action pursuant to the Individuals with Disabilities Education Act (IDEA), 20 U.S.C. § 1400, et seq., the Nebraska Special Education Act, Neb.Rev.Stat. § 79-3301, et seq., and the Americans with Disabilities Act, (ADA), 42 U.S.C. § 12131, et seq., plaintiffs, three hearing-impaired children and their parents, appeal the decision of Hearing Officer Richard A.
