MEMORANDUM OPINION

Marshall C. Daniels brings this action against the United States, challenging an order of the Assistant Secretary of the Navy for Manpower and Reserve Affairs (“Navy”) that discharged him from the United States Naval Academy and required him to reimburse the United States for the educational benefits he received.
