Plaintiff Richard J. Reilly (“Reilly”), a former Captain in the Marine Corps Re serves (“MCR”), filed the Amended Complaint (ECF No. 6) (“Am.Compl.”) in the instant case on January 30, 2012, naming as defendants the Secretary of the Navy, the Board for Correction of Naval Records (“BCNR”), and the United States (collectively, “Defendants”).
