DRAPEAU, J. pro tem.

The Insurance Commissioner is named as plaintiff in this case, but inasmuch as he is conservator for a California insurance company, reference to the plaintiff hereafter will mean the insurance company. The defendant is the California Employment Stabilization Commission. And the problem to be determined is whether or not certain classes of agents of the insurance company come within the provisions of the California Unemployment Insurance Act. These are district agents, general agents, debit agents, and rewrite agents.
