Otis Rich pled guilty in the Circuit Court for Baltimore City to possession with intent to distribute a controlled substance in 1993, possession with intent to distribute and conspiracy to distribute a controlled substance in 2001, and second-degree assault in 2002. In April 2009, he pled guilty in the United States District Court for the District of Maryland to conspiracy to distribute cocaine, and was given an enhanced sentence as a career offender.
