MEMORANDUM OPINION

The plaintiff in this cause of action, Ruan Transport Corporation, seeks to have annulled Certificates of Public Convenience and Necessity issued by the Interstate Commerce Commission which grant new motor carrier authority to Stockberger Transfer & Storage, Inc., Indianhead Truck Lines, Inc., and Quickie Transport Company.
