As the Court explained in an earlier Opinion, a $220 dispute over an unreturned cable modem has mushroomed into a federal lawsuit involving complex issues of tort, federal debt-collection laws, and preemption. See Himmelstein v. Comcast of the District, LLC, (Himmelstein I), 908 F.Supp.2d 49, 2012 WL 6103219 (D.D.C. Dec. 10, 2012).
