OPINION
FOX, Chief Judge.
In the Emergency School Aid Act of 1972 (ESAA), Congress authorized awards of attorney fees to successful plaintiffs in school desegregation suits.1 Plaintiffs in this action brought suit to desegregate the public schools of Kalamazoo, proved their case at trial, and were afforded relief.2 The trial court decision was upheld by the Sixth Circuit Court of Appeals and review was denied by the Supreme Court.3 At the conclusion of proceedings on the merits, plaintiffs petitioned the court for an order awarding attorney fees and costs against the defendants.
