MEMORANDUM OPINION

HOBBS, District Judge.

This cause is a Freedom of Information Act (FOIA) suit brought by Algernon Blair Industrial Contractors, Inc. against the Tennessee Valley Authority (TVA). TVA, through its attorneys, answered the complaint and plaintiff moved for an in camera inspection of the documents sought under the FOIA. The Court ordered the documents submitted for inspection on March 31, 1982, and TVA filed the disputed documents with the Court on March 30, 1982.
