This is an appeal by the defendant, commissioner of the department of children and youth services, hereinafter commissioner, from a judgment rendered by the Court of Common Pleas sustaining the plaintiff’s appeal from the commissioner’s action in discharging the plaintiff from her position as a teacher in the service of the state on the grounds of ineompetency and insubordination.
