This case presents several issues regarding the scope of comprehensive general liability insurance for environmental contamination. Domtar, Inc. initiated this action against fifteen insurers in 1991, seeking: (1) a declaration that its insurers are obligated to indemnify Domtar for environmental damage arising from Domtar’s operation of a tar refining plant at the St. Louis River/Inter-lake/Duluth Tar Site (“the Site”); (2) a declaration that its insurers have a duty to defend Domtar against demands for response action and damages claims from the Minnesota…
