SCHROEDER, Circuit Judge.

The Immigration and Naturalization Service appeals from a judgment of the district court which concluded that the INS was engaged in a pattern of unlawful stops to interrogate persons of Hispanic appearance traveling by automobile on Washington highways. It declared stops without a warrant unlawful unless the agents have a “particularized reasonable suspicion based on specific articulable facts” that a person in the vehicle is an illegal alien.
