The plaintiff City of Spokane (hereinafter referred to as Spokane) appeals a declaratory judgment of the Superior Court for Spokane County, holding constitutional RCW 41.56, providing for compulsory arbitration of labor disputes between uniformed personnel and employers. Defendants Spokane Police Guild (hereinafter referred to as Guild) and Local No. 29, International Associa tion of Fire Fighters, AFL-CIO (hereinafter referred to as Fire Fighters), cross-appeal the portion of the judgment holding that the arbitration timetable in RCW 41.56.450 is mandatory.
