THE COURT.*

During a period of more than four years, Attorney Ivan O. B. Morse (Morse) mailed to the public approximately four million advertisements offering assistance in the filing of homestead declarations. The Review Department of the State Bar Court (review department) found *190that Morse had engaged in a mass mailing of unlawful, misleading advertisements. The review department recommended a one-year stayed suspension and a three-year probation, conditioned on a sixty-day actual suspension.
